wireless-controller inter-controller

Define the role of the primary and secondary controllers on the FortiAP unit, allowing the unit to decide the order in which the FortiAP selects the FortiGate.

Minimum wait time before an AP transitions from secondary controller to primary controller (10 - 86400 sec, default = 10).
