You cannot control the admin role for the following user types from FortiEndpoint EMS:

• When a user is configured as Admin or Viewer in FortiCloud. In FortiEndpoint EMS, these users become super administrators and restricted administrators, respectively.
• Secondary user who has full access permission in FortiCloud
