While you can create web app and management applications directly from the FIC portal, applications under Applications > FortiProducts can be created only when you successfully link the devices to your FortiIdentity Cloud account. That is to say, you must create a user on a FortiProduct (e.g., FortiGate) and select FIC as the 2FA method.
