Upgrade FortiOS firmware

OaaS supports FortiGate devices running FortiOS 7.2.8 and later or 7.4.1 and later. Therefore, each FortiGate device in the topology needs to be upgraded to FortiOS 7.2.8 and later or 7.4.1 and later prior to being included in an OaaS topology.
