The SD-WAN Overlay Template supports multiple branch device groups to allow FortiGate grouping based on WAN link types and numbers.
To configure multiple branch device groups in SD-WAN Overlay Templates:

Go to Device Manager > Provisioning Templates > SD-WAN Overlay, and create a new template.

On step 2 (Role Assignment), you can specify a Branch device group.

Click the add icon (+) next to the Branch device group to add additional device groups.

On step 3 (Network Configuration), you can configure the network settings for each Branch device group added in step 2 (Role Assignment).
