FortiSwitch FortiLink Mode CLI Access
The FortiSwitch CLI is accessed via SSH session from the managing FortiGate.
From FortiGate UI:

In the left pane, navigate to Wifi and Switch Controller > Managed FortiSwitch

In the right pane, right-click on the desired switch and select Connect to CLI
From FortiGate CLI:
