The Azure virtual WAN (vWAN) solution enables third-party vendors to provide security by deploying their network virtual appliances (NVAs) within the Azure vWAN hub. You can integrate FortiGate-VMs in this way to a next-generation firewall solution with routing intent or an SD-WAN solution with routing intent. These leverage Microsoft Azure components to ease the routing and management of the traffic flows between VNets (East-West traffic) as well as to the Internet (North-South traffic). You can apply IPS on the FortiGate NVAs to inspect traffic.
